PROBLEM TO BE SOLVED: To provide a hydrophilic vinyl chloride-based resin composition, and to provide a molded article obtained by molding the same. SOLUTION: This vinyl chloride-based resin composition comprising 100 pts. mass of a vinyl chloride-based resin, 0.1 to 5 pts. mass of a nonionic surfactant, and 0.1 to 4 pts. mass of an anionic surfactant, wherein the nonionic surfactant is at least one nonionic surfactant selected from ether type, ether ester type, ester type, and nitrogen-containing type nonionic surfactants; the anionic surfactant is at least one anionic surfactant selected from carboxylate type, sulfonate type, sulfate type, and phosphate type anionic surfactants; and wet tension is≥38 mN/m. The molded article is obtained by molding the resin composition. The molded article obtained by molding the resin composition has high wet tension, prevents the lowering of mechanical strength, after immersed in water, and little bleeds the surfactants on the surface of the molded article.
