PROBLEM TO BE SOLVED: To provide a discharge treatment device capable of efficiently treating liquid in response to an aim while stably maintaining a predetermined treatment state and a discharge treatment method. SOLUTION: The discharge treatment device includes at least a pair of electrodes 12 and 14 oppositely immersed in a liquid, a power source 22 for applying voltage across these electrodes, discharge state detection means 28 for detecting a discharge state between the electrodes, and discharge control means 36 for regulating a discharge state between the electrodes so as to maintain a predetermined discharge state based on a detected value by the discharge state detection means.
