PROBLEM TO BE SOLVED: To provide a recording and reproducing device and a communication device whose handleability can be drastically improved as compared with the conventional ones. SOLUTION: Even when the portable recording and reproducing device 2 is not connected to a personal computer 4 connected to a network NT, musical piece data can be dubbed to the hard disk drive 25 of the portable recording and reproducing device from a CD by using a charge base 3 and therefore the handleability can be drastically improved as compared with the conventional ones. Further, when the portable recording and reproducing device 2 is connected to the personal computer 4, title information of the dubbed musical piece data is automatically inputted and therefore a user is not required to input the dubbed title information every time via an operation part 28 etc., and thus the handleability can be much more improved.
