PROBLEM TO BE SOLVED: To provide technique by which a wire bar is always brought into contact with a developer carrier at a developer applying position in an excellent state by preventing a wire wound around the wire bar from loosening. SOLUTION: Even if the wire 391 wound around a developer applying area is deviated, a regulating blade 35 arranged on the upstream side of the applying position restores the deviation to an initial state by engaging level differences HK formed on the regulating blade 35 with both ends of a wire body and pressing to enclose both ends. Therefore, the deviation of the wire 391 is corrected by the regulating blade 35 before the wire 391 wound around the applying area comes into contact with a developing roller 31 at the applying position 17, and the wire bar 39 is always brought into contact with the developing roller at the applying position in the excellent state.
