PROBLEM TO BE SOLVED: To provide a surface-treated plated steel plate having excellent corrosion resistance of a worked portion in a highly corrosion-resistant plated steel with Al, Mg and Si added thereto. SOLUTION: A plating layer of a plated steel plate having a Zn-alloy plating layer on one side or both sides of the steel plate has a metal structure in which [Mg<SB>2</SB>Si phase], [Al phase] and [Zn<SB>2</SB>Mg phase] are mixed in a base material of [three-element eutectic structure of Al/Zn/Zn<SB>2</SB>Mg], and the plating layer contains inter-metallic compounds having a lattice plane in which one plane spacing in the lattice direction to constitute the lattice plane of a Bravais lattice in [Al phase] is≥2.57Åand≤3.15Å, and the other plane spacing is≥3.64Åand≤4.46Å. In the surface-treated plating steel plate having excellent corrosion resistance of a worked portion, a film is obtained by coating and drying aqueous composition containing 5-50 mass % metal oxide particles (B) to 100 mass % solids of aqueous resin (A) on an upper layer of the plating layer.
