PROBLEM TO BE SOLVED: To provide a method of manufacturing a panel for image display for obtaining excellent panel performance by hardly leaving an image display medium between a partition wall top and a substrate. SOLUTION: The method of manufacturing the panel for the image display comprises steps of: forming a plurality of cells partitioned by a partition wall between two substrates 1 and 2 of which at least one is transparent and opposed; sealing the image display medium 3 in the cell; and moving the image display medium to display an image by giving an electric field to the image display medium. The method mounts a mask 11 stored in the cell formed by the partition wall 4 on the substrate 1 not forming the partition wall 4 and having the opening of an area equal to the cell face or a smaller area than a cell area, scatters the image display medium 3 on the substrate 1 through the mask 11, and is overlapped on the other substrate 2 forming the partition wall 4 after forming the mask 11.
