PROBLEM TO BE SOLVED: To provide a method of increasing the effect of preventing the elution of heavy metal by utilizing carbon dioxide in a flue gas for the heavy metal contained in the fly ash, and adjusting the pH of an alkali fly ash so as to produce the function of a heavy metal fixing agent effectively, and its apparatus. SOLUTION: The method contains a process of adding/kneading water and the heavy metal fixing agent to the alkali fly ash, and a process of cooling a part of the flue gas discharged from an induction fan 15 of a dust collector 14 downstream communicating with a melting furnace or an incinerator of the general waste and industrial waste, by a heat exchanger 8, and of passing the cooled flue gas through the admixture inside a mixer 4 to adjust the pH of the admixture.
