An apparatus and method for resource allocation in a communication system

A handover control subsystem 400 comprises a distribution profile processor 401 determining a distribution profile for a plurality of resource categories e.g. frequency bands or operating systems. Specifically, a preferred probability for handing over to different frequency bands is determined in response to mobile capabilities, cell loading and other operational conditions. The handover control subsystem 400 further comprises a random number generator 403 for determining a stochastic value for a subscriber unit. A handover controller 409 allocates a resource from the categories of resources dependent on a preferred category selected in accordance with valves associated with the distribution profile and the random number. Thereby a distribution of resources associated with the distribution profile is obtained. The invention is particularly applicable to cellular communication systems such as GSM or UMTS.
