PROBLEM TO BE SOLVED: To provide an incoming-call charging service between an IP telephone device and a public line telephone device. SOLUTION: A CA (Call Agent) 102 discriminates whether a call from an IP telephone 101 is in an incoming-call charging service or not. An incoming-call charging service control device 107 receives an incoming-call charging service number from the CA 102, and returns an associated destination telephone number (hereinafter referred to as "called number") and a provider ID to the CA 102. The CA 102 connects the IP telephone 101 to a PSTN subscribing telephone 109, according to the called number etc.. After the call is completed, the CA 102 calculates a tariff for an IP network, and generates a first tariff information in which the provider ID is used as a charging destination, and transmits the information to an IP charging management device 110. In addition, the CA 102 generates a second tariff information in which the called number is used as a charging destination, and transmits the information to a PSTN charging management device 108. The incoming-call charging service control device 107 makes an exchange 106 non-charging, and calculates a tariff for an PSTN network, and generates a third tariff information in which the called number is used as a charging destination, and transmits the information to the PSTN charging management device 108.
