PROBLEM TO BE SOLVED: To provide a device and a method which enable the manufacture of a carrier tape having a complex shape through utilization of a forming machine having a tape acceptor for improving a die release. SOLUTION: There are provided a carrier tape manufacturing device and a carrier tape manufacturing method characterized in that a tape acceptor for assisting a die releasing operation performed between the tape and the die is arranged in at least one of upper die of the molding dies in parallel with a flow direction of the tape in such a way that the carrier tape having a design extending along a shape of small-sized electronic component to overcome some disadvantages such as a bending of lead of the small-sized electronic component during its transportation.
