PROBLEM TO BE SOLVED: To restrict a pulsation when a spring constant changing-over valve is changed from its closed state to its opened state. SOLUTION: An accumulator 26 and a suspension cylinder 10 are connected by a bypass passage 112 bypassing a spring constant changing-over valve 28 and the bypass passage 112 is provided with a throttle 114. A transient flow of working liquid is allowed to flow through the throttle 114 and a hydraulic difference between the accumulator 26 and the suspension cylinder 10 is set to 0 under a steady state. Therefore, it is possible to restrict a rolling and a pitching under a transient state. In addition, when the spring constant changing-over valve 28 is changed over from its closed state to its opened state under the steady state, a pulsation at the time of changing-over can be restricted.
