PROBLEM TO BE SOLVED: To provide a structure of an inner case (inner wall plate) capable of dispensing with the closure of an air vent hole with non-woven fabric, preventing the leakage of foam insulation filled in a filling space, properly relieving the air, and easily forming the air vent hole, with respect to a heat insulating housing for a refrigerator or the like. SOLUTION: The filling space for the foam insulation is formed between an outer case and the inner case, the inner case has an air outflow hole of small diameter integrally formed by punching in a state that a tongue is projected to a side opposite to a filling space side, and the tongue closes the air outflow hole in accordance with the expansion of the inner case in accompany with the termination of filling the foam insulation.
