The actuator has a U-shaped yoke frame (1), and a permanent magnet (2) fixed between branches of the frame. The magnet maintaining a mobile part (5) in a stable position includes poles in direct contact with a base of the frame and a lower side of a core (3), respectively. The mobile part is connected to one of the branches through a spring leaf (6). A winding (4) emits a temporary magnetic field for switching the mobile part in a circular movement from one of open and closed circuit positions to another position.
