An apparatus for transferring and cooling billets in water is provided to enable flaws to be detected early by automatically performing a process of promptly cooling produced billets and improve productivity by promptly injecting the cooled billets into a wire rod-heating furnace and allowing a wire rod to be produced continuously and automatically from a wire rod production process to a subsequent process without controlling a product production flow. An apparatus for transferring and cooling billets in water comprises: a cooling tank(10) into which heated billets(100) laterally oriented are injected from a front side, which has a transfer space transferred perpendicularly to a length direction of the billets, and in which a cooling medium is contained; at least two fixed racks(20) which are fixed to an inner part of the cooling tank, of which an upper surface is formed in a sawtooth shape corresponding to a cross-sectional shape of the billets, and which are oriented side by side in a transfer direction of the billets; at least four rotary driving parts(30) formed on outer portions of both side faces of an upper part of the cooling tank such that the rotary driving parts face each other in a front-and-rear direction of the cooling tank; vertical link bars(40) of which one ends are rotatably connected to rotary shafts(31) of the rotary driving parts such that the vertical link bars are eccentric as much as a half of the sawtooth shaped pitch, and which extend into the cooling tank; and at least two transfer racks(50) which are connected to the vertical link bars, of which an upper surface is formed in a sawtooth shape corresponding to the cross-sectional shape of the billets, and which are oriented with the fixed racks side by side to transfer the injected billets in the cooling medium according to the track movement due to rotation of the rotary driving parts.
