PROBLEM TO BE SOLVED: To provide a new epoxy resin little in curing shrinkage, having transparency, excellent in lightfastness, and little in yellowing under high temperatures, and to provide an epoxy resin composition. SOLUTION: The new epoxy resin is obtained by reacting a polycarboxylic acid compound (A) and a non-aromatic epoxy resin (B) under a basic catalyst, wherein the compound (A) is obtained by reacting tris(hydroxy alkyl) isocyanuric acid and an anhydride of a saturated acid and represented by general formula (3) and the resin (B) contains≥30 wt.% of a cycloaliphatic epoxy resin obtained by epoxidizing the carbon-carbon double bonds and having an epoxy equivalent of 70-250 g/eq.
