PROBLEM TO BE SOLVED: To provide a batch living polymerization process for polyvinyl ether-based block copolymers by which living polymers with a narrow molecular weight distribution are easily and efficiently manufactured while controlling their molecular weights. SOLUTION: The living cationic polymerization process is conducted with an initial concentration of the vinyl ether monomer of≥0.5 mol/L and a ratio of the polymerization initiator to the catalyst added and a ratio of the catalyst to the negative catalyst added within the ranges below.
