PROBLEM TO BE SOLVED: To provide an ethylenically unsaturated group-containing fluorocopolymer with a high fluorine content, which is excellent in scratch resistance, applicability and durability and yields a cured product having a low refractive index, and its preparation method. SOLUTION: The ethylenically unsaturated group-containing fluorocopolymer contains specific structural units (a), (b) and (c), wherein the structural units (a), (b) and (c) account for 80 mass% or larger of the ethylenically unsaturated group-containing fluoropolymer in total. The ethylenically unsaturated group-containing fluoropolymer contains, against 100 mol% total of structural units (a), (b) and (c), 40-55 mol% (a), 2-60 mol% (b) and less than 25 mol% (c).
