The member is made of the flat spiral spring whose diameter is larger than at least one of the sizes of the vessel when the spring is not deformed. The outer end of the flat spiral spring is free. The inner end of the spring is secured to the round flat float positioned in the central section of the spring. The outer side of the turn of the spring is provided with coating made of flexible material.
