A descending device for emergency escape is provided to be unnecessary to form a separate keeping unit for keeping a rope by forming so that the rope is wound on a winding wheel, and enable a user to control a falling speed freely by forming a breaking unit operated by a user's operation. A descending device includes: a plate-shaped body(110) having a shaft pin(111); a decelerating part shaft-supported by the body; a winding wheel(130) gear-coupled with a decelerating part; a breaking unit shaft-connected to the decelerating part and operated by a user's operation; and a body housing(120) for receiving the decelerating part, winding wheel, and breaking unit. The winding wheel has an internal gear(131) and a groove-shaped winding part(132). The decelerating part has an idle gear(141) engaging with the winding wheel and a shaft gear(142) connected to the breaking unit. The breaking unit has a disk(151), a compressing plate(152), an operation cam(154), and an operation lever(155).
