Tensioning device stress controlling process involves observing the displacement of a target point pertaining to one of tensioning devices, from a point of observation in a pre-stressed structure along the contour of the tensioning devices. The observation point has a hollow cylinder between the structure and the device presenting the target point. The cylinder is formed with the construction of the structure or by drilling the structure. An independent claim is also included for a pre-stressed structure.
