PROBLEM TO BE SOLVED: To provide a soft magnetic material and powder magnetic core which have desired magnetic characteristics, and also to provide a manufacturing method for the powder magnetic core. SOLUTION: The soft magnetic material has a metallic magnetic particle 10, a plurality of compound magnetic particles 30 including insulating coated layer 20 surrounding the metallic magnetic particle 10's surface, and an organic matter 40 interposing in the plurality of compound magnetic particles 30.
