PROBLEM TO BE SOLVED: To acquire the state of batteries without having to detect voltages of the batteries. SOLUTION: An information processing apparatus 10 as a battery managing apparatus is provided with both a storage part 15 as a first storage means for storing a plurality of degrees of degradation corresponding to the operating condition of batteries and a battery information memory 322 as a second storage means. The operating condition of a battery 31 is acquired and stored in the battery information memory 322. A degree of degradation corresponding to the operating condition stored in the battery information memory 322 is read from the storage part 15. On the basis of the degree of degradation, a rated capacity inherent to the battery or its rated operating time, and an operating time of the battery 31, the remaining capacity of the battery 31 is computed.
