PROBLEM TO BE SOLVED: To specify a device related to a connection failure when no signal abnormal condition is detected even though initialization processing is stopped in an arbitration loop for rapidly recovering the loop into a normal condition. SOLUTION: In this loop condition monitoring device 20 monitoring conditions of an arbitration loop having HDD 11-1 to 11-m, servers 12-1 to 12-n, and a switch device 10 controlling connection between the HDD 11-1 to 11-m and the servers 12-1 to 12-n, a loop condition data reading part 203 reads loop condition data from the switch device 10, an initialization failure detection part 2041 detects occurrence of an initialization failure as a connection failure in initialization of the arbitration loop from the loop condition detection data, and a failure device specification part 2042 specifies a device related to the initialization failure from primitive detection data or frame number data.
