<P>PROBLEM TO BE SOLVED: To provide a technology of solving the problem of IPsec communication that it is required to set the security policy such as both IP addresses, port numbers of application, security type and security level or the like to terminal devices in advance. <P>SOLUTION: A digital camera 102 transmits a connection call message 402 to call a printer 101 via a SIP server 103 to the printer 101, the connection call message 402 being attached with security policy setting information of the digital camera 102. The printer 101 sets the security policy of itself on the basis of the received security policy setting information of the digital camera 102, and transmits a connection call message 404 to which the security policy setting information of itself is attached to the digital camera 102.
