PROBLEM TO BE SOLVED: To reduce various loads and labor when access to a service relating to a plurality of accessed persons is controlled. SOLUTION: A service center of this system receives the discrimination information ID_U of each user who wants to make grouping, a relationship level R, and a validity condition C from a certain user U as an issuer, generates addresses for disclosure T in which they are embedded by prescribed keys, and delivers them to each user U. And when the service center receives the address for disclosure T from a certain user U as a referring person, after determining the propriety of disclosure using prescribed keys and the validity condition C the service center transmits to the user U who is a referring person by mail and discloses personal information corresponding to the discrimination information of each user U included in addresses for disclosure T among individual information stored in an individual information storing part following disclosure control contents S corresponding to a relation level R included in addresses for disclosure T among disclosure control contents S stored in a disclosure policy storing part.
