PROBLEM TO BE SOLVED: To provide a low-quality oil combustion device and method which uses as fuel low-quality oil like high-carbon fuel and which can prevent the generation and deposition of carbon. SOLUTION: The low-quality oil combustion device includes a low-pressure compressor 12 which compresses air 2 into predetermined low-pressure air, a high-pressure compressor 14 which compresses the compressed low-pressure air 3a, 3b into predetermined high-pressure air, and a combustor 16 which burns the low-quality oil 1 using the compressed high-pressure air 4. Further, the device includes between the low-pressure compressor 12 and the high-pressure compressor 14 an intercooler 18 which cools the compressed low-pressure air 3a so that the temperature of the high-pressure air 4 in the combustor 16 may be within a predetermined temperature range (250°C-300°C) where the generation and deposition of carbon is prevented at the time of combustion of the low-quality oil 1.
