<P>PROBLEM TO BE SOLVED: To provide a composition having bleaching effect and a cosmetic containing the composition. <P>SOLUTION: The composition having bleaching action comprises an extract of unpolished rice fermented with a koji mold or an extract of polished rice fermented with a koji mold and one or more kinds of extracts selected from a seaweed extract, a shellfish extract, a herb extract and a mushroom extract as essential ingredients. In the composition having bleaching action, preferably, an extract of Ishige sinicola belonging to the family Ishigeaceae is used as the extract of seaweed and an extract of corbicula is used as the shellfish extract and an oil-soluble licorice extract is used as the herb extract and an extract of rhizome part of Grifola frondosa is used as the mushroom extract.
