PROBLEM TO BE SOLVED: To provide an electrolytic solution for electric double layer capacitors having a coefficient of low viscosity and excellent characteristics of low temperature, that is, without solidification of the electrolytic solution, showing high electric conductivity in the wide temperature range, and having excellent reliability over a long period of time, and to provide an electric double layer capacitor which is produced by using the electrolytic solution. SOLUTION: The electrolytic solution for electric double layer capacitors is constituted such that the fourth class of tetra fluoroboric-acid spiro ammonium expressed with a general formula [1] as an electrolyte may be dissolved into the mixed solvent of dimethyl carbonate (DMC) and propylene carbonate (PC), preferably to the capacity mixing ratio of DMC:PC whose mixed solvent of 10:90 to 40:60. Besides, the electric double layer capacitor is provided by using the electrolytic solution. In the formula, X and Y express the alkyl group or halogen of carbon numbers 1-4, k and i express 0 or the positive integer of 1-4, and n and m express the methylene chain of carbon numbers 3-7.
