PROBLEM TO BE SOLVED: To provide a cooling means capable of easily giving a comfortable feeling of coolness to a pet or the like without using a large facility or complicated facility. SOLUTION: The cooling board comprises an impermeable resin-made bag filled with a cold insulator obtained by mixing one or more selected from inorganic salts which causes endothermic reaction when dissolved in water, the bag being stored in a flat storage tool having at least an upper plate and a lower plate so as to be nipped in contact with the upper plate and the lower plate. Preferably, protruding parts are provided on the upper side of the lower plate, and recessed parts matched to the shape of the protruding parts are provided in positions matched to the protruding parts of the impermeable resin-made bag.
