PROBLEM TO BE SOLVED: To facilitate the return of the operation handle to the position of the rotation before being altered. SOLUTION: A stopper 200 is disposed on the circumference of a gear 154 so as to be mobile freely between the first and second positions. The stopper 200 is turned together with the handle part 151 at the first position but not at the second position l51. The second retaining part 150s of the base part 150 engages the first retaining part 200s of the stopper 200 at the second position to regulate the rotation of the stopper 200. When the stopper 200 is at the first position, the second contact part 200c of the stopper 200 comes in close proximity with the first contact part 151e of the handle part 151 behind the first contact part 151e in the direction of the operational rotation. When the stopper 200 is at the second position, the second contact part 200c allows the movement of the first contact part 151e ahead of it in the direction of the operational rotation while regulating the movement of the first contact part 151e backward from the second contact part 200c in the direction of the operational rotation in contact with the first contact part 151e.
