PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion composition having aqueous solution-like physical properties, having a creamy touch when used, and capable of being rapidly harmonized with the skin without becoming sticky. SOLUTION: This oil-in-water type emulsion composition contains (A) an aqueous phase, (B) an oil phase which contains a highly polar oil component having an IOB of≥0.50 and is dispersed in the aqueous phase, (C) an amphiphilic substance, and (D) a hydrophilic surfactant, wherein the emulsion composition has an average emulsion particle diameter 0.01-0.15μm. The highly polar oil component in the oil-in-water type emulsion composition preferably comprises a polyalkylene glycol dineopentanoate expressed by general formula (I) (m is an integer of 2-4; and n is an integer of 2-3). Further, the amphiphilic substance preferably comprises a higher alcohol having a chain length in number of carbon atoms of≥16 and the hydrophilic surfactant preferably comprises an N-long-chain acyl acidic amino acid salt.
