PROBLEM TO BE SOLVED: To provide a manufacturing method of a resin open-cell foam capable of easily and continuously manufacturing the resin open-cell foam having a definite thickness or above, and the resin open-cell foam. SOLUTION: The manufacturing method of the resin open-cell foam has a foaming process for foaming a molded object comprising a mixed resin composition, which contains a base material resin for constituting the resin open-cell foam and a heat and/or electromagnetic wave decomposable resin non-compatible with the base material resin, and a decomposition process for decomposing the heat and/or electromagnetic wave decomposable resin in the molded object foamed by heating the molded object and/or irradiating the molded object with an electromagnetic wave.
