PROBLEM TO BE SOLVED: To provide a rotating shaft device capable of exercising both of latchless and pop-up functions with respect to a cover of a laptop. SOLUTION: This rotating shaft device comprises a rotating shaft 1, a first cam plate 20 externally fitted to the rotating shaft 1 and rotated integrally with the rotating shaft 1, a second cam plate 30 rotatably externally fitted to the rotating shaft 20 and mounted relatively to the first cam plate 20, a first spring 60 applying torque in the specific direction to the rotating shaft 1, and a second spring 41 generating a cam engagement force against the energizing force of the first spring 60 between the first cam plate 20 and the second cam plate 30.
