PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor for providing more stable image quality by suppressing fluctuation in surface charge potential due to changes in environmental conditions so as to reduce influences on image quality, and to provide a method for manufacturing the photoreceptor and an electrophotographic apparatus mounted with the photoreceptor. SOLUTION: The electrophotographic photoreceptor has a base coating layer and a photosensitive layer in this order on a conductive substrate by an immersion coating method, wherein the base coating layer contains at least a pigment and a binder resin. The weight ratio of the pigment component to the total weight of the pigment component and the resin component is 40-75 wt.%.
