PROBLEM TO BE SOLVED: To obtain a hair reducing composition which can impart a desired shape to the hair violently damaged by repeated chemical treatments such as hair coloring, hair breaching and perming while inhibiting further damage, and to provide a treating method therefor. SOLUTION: This hair reducing composition comprises (A) 0.039-0.39 mol/L mercapto group-free keratin reducing substance selected from a sulfite, a hydrogensulfite, and the like, (B) 0.007-0.196 mol/L mercapto group-containing keratin reducing substance selected from thioglycolic acid, cysteine, a salt thereof, and the like, (C) 0.1-10 wt.% cationic surface active agent, and (D) 0.1-10 wt.% polyol, and the pH of the composition is in the range of 8-10. The permanent wave or straight permanent treating method comprises subjecting hair to reducing treatment with the above composition and then subjecting the hair thus treated to oxidizing treatment with an oxidizing composition containing a keratin oxidizing substance.
