PROBLEM TO BE SOLVED: To provide an anti-fogging member capable of maintaining anti-fogging performance, and to provide a method for manufacturing the anti-fogging member. SOLUTION: The anti-fogging member (e.g. spectacle lens, shield for helmet) is provided with a base material, a ceramic thin film formed on the surface of the base material by an aqueous solution deposition method, and a hydrophilic organic film which forms chemical bonds between the ceramic thin film and itself and has hydrophilic functional groups. The ceramic thin film is formed by adding a fluorine scavenger into an aqueous solution containing dissolved fluoro complex compounds of silicon, titanium, zirconium or the like so as to deposit a composite film containing silicon dioxide, titanium dioxide and zirconium oxide.
