PROBLEM TO BE SOLVED: To promote efficient treatment of a polluted substance by preventing pollution of underground water around a waste disposal facility and a downstream region thereof, ground and river water. SOLUTION: A lower water sealing layer 11 and an upper water sealing layer 13 are formed at the side and bottom of the waste disposal facility 10; an intermediate water retention layer 12 for retaining water and adjusting water head is formed between the lower and upper water sealing layers; and fresh water is made to flow toward the ground through the lower water sealing layer, and toward the waste through the upper water sealing layer from the intermediate water retention layer, while keeping the water head higher than the polluted water 24 by charging fresh water to the intermediate water retention layer. Thus, the head of the polluted water retaining at the upper part of the upper water sealing layer is always kept lower than the head of the intermediate water retention layer, to retain the polluted water within the waste. By removing harmful substances by sending the polluted water to a polluted water treatment apparatus by a proper means, pollution of underground water around the waste disposal facility and downstream region thereof, ground and river water can be prevented.
