PROBLEM TO BE SOLVED: To restrain the lowering of the degree of user's satisfaction even when many users simultaneously use a photographic seal forming device. SOLUTION: A number-of-users judgement processing part 202 confirms the number of users playing a game, and a mode control part 203 performs processing in accordance with the number of users. For example, when the number of users is small, the mode control part 203 allows the user to select a time shortening mode in which maximum using time is set short and which requires a low charge in addition to an ordinary mode, and also allots an editing screen displayed in editing to an editing unit according to the number of users.
