PROBLEM TO BE SOLVED: To provide a one-touch opening and closing type loose leaf binder having a new structure for solving a problem such as a plastic deformation unavoidable in the conventional product. SOLUTION: In this loose leaf binder, the closing positions of second half binding rings 24 are controlled by engaging some parts of the root portions of the second half binding rings in securing slots 28 formed at the side part openings 20 of a long and narrow base plate 10 and, at the same time, the opening of the second half binding rings 24 is restricted by putting a rotary shaft 12 aside towards an arrow B with a spring means 30 mounted at one end of the rotary shaft 12. The axial separation of the mutual engaging means 32 at the tips of the second half binding rings 24 from the mutual engaging means 34 of first half binding rings 14 or, after all, the disengagement between both the mutual engaging means 32 and 34 with no twisting of both the means develops through the axial shifting of the rotary shaft 12 by pressing some part of either one of or both the second half binding rings 24 with a finger or the like towards the direction opposite to the arrow B in the figures 1 and 2 against the compressive spring force of the spring means 30.
