PROBLEM TO BE SOLVED: To perform high-efficiency form encoding corresponding to an arbitrary form and the decoding of encoded data, in an encoding system for encoding a sub-band coefficient.

SOLUTION: This encoder is provided with a frequency band dividing means for dividing image data into a plurality of frequency bands to generate a sub-band coefficient, thereby performing frequency band division; a sub-band coefficient supplementing means for utilizing form information indicating the form of the image data and the sub-band coefficient within a form region to supplement sub-band coefficients outside the form region; an encoding means for encoding the supplemented sub-band coefficient to generate encoded data; and a form information encoding means for encoding the form information to generate form information encoding data.
