PROBLEM TO BE SOLVED: To provide a surface treated metal sheet excellent in corrosion resistance, coating properties, ablation resistance, alkali degreasing resistance and conductivity. SOLUTION: The surface treated metal sheet has a resin film obtained from a resin aqueous liquid. The resin aqueous liquid contains 5-45 mass pts. of a carboxyl group-containing polyurethane resin aqueous liquid and an ethylene/unsaturated carboxylic acid copolymer aqueous liquid as a non-volatile resin component and 55-95 mass pts. of silica particles with an average particle size of 4-20 nm and a silane coupling agent is further added to 100 mass pts. in total of the non-volatile resin component and the silica particles in a ratio of 5-25 mass pts. The mixing ratio of the non-volatile resin component (PU) of the polyurethane resin aqueous liquid and the non-volatile resin component (EC) of the ethylene/unsaturated carboxylic acid copolymer aqueous liquid is PU:EC=9:1-2:1 in a mass ratio.
