PROBLEM TO BE SOLVED: To maintain acceleration and deceleration of the whole vehicle or vehicle organization even when respective drives are controlled to prevent the occurrence of idling. SOLUTION: Idling data are transmitted to a ground system 101 from a train 102. The ground system 101 determines idling prediction data on the basis of idling data, location and time data, vehicle models, meteorological data and so on, and outputs the idling prediction data, for example, to a subsequent vehicle. For the subsequent vehicle, a driving signal is determined on the basis of received idling prediction data and driving signal-related data stored in an onboard storage device to control the vehicle in accordance with the determined driving signal.
