PROBLEM TO BE SOLVED: To provide a portable information terminal determining the peripheral situation of an own portable information terminal more accurately, by fetching not only the information of own peripheral portable information terminals, but also the information of surrounding portable information terminals to determine the surrounding situation. SOLUTION: A situation conjecture means 3 conjectures a situation, on the basis of a sensor value detected by a sensor 2. A situation inquiry means 4 inquires other portable information terminals peripherally that exist at the periphery of the situation, or transmits the situation conjecture result of other portable information terminals received from other portable information terminals. A situation determination means 5 determines the surrounding situation, on the basis of the situation conjectured by the situation conjecture means 3 and a situation conjecture result transmitted by the situation inquiry means 4.
