PROBLEM TO BE SOLVED: To impart braking only when a stringy material W is drawn, without using a one-way damper. SOLUTION: This damper device comprises a reel 1, a base 2 for rotatably holding the reel 1, a spiral spring 3 provided on the reel 1 for storing the energizing force of positively rotating the reel 1 with the reverse rotation of the reel 1, and a braking member 4. With the drawing operation of the stringy body W, the reel 1 is moved to one side across a short axis x of a holding recessed portion 20 while elastically deforming the spiral spring 3 in the direction of a long axis y of the holding recessed portion 20 to put a peripheral rack portion 11 of the reel 1 in engagement with a gear portion 40a of the braking member 4.
