<P>PROBLEM TO BE SOLVED: To encode a volume of encoding data of an image and its image area attribute information below a target volume by inputting image data only once, and to perform the encoding efficiently depending on the properties of an image being input. <P>SOLUTION: Image input is carried out and encoded image data generated from an image encoding section 201 is stored in a first memory 104 and a second memory 106. Furthermore, attribute encoded data generated from an attribute encoding section 109 is stored in the first memory. A first counter 110 counts the volume of encoded image data and a second counter counts the volume of attribute encoded data. When the total volume of these encoded data exceeds a target level, an encoding sequence control section 114 discards image encoded data in the first memory, updates a quantized matrix table to the image encoding section 201 and continues encoding.
