<p><P>PROBLEM TO BE SOLVED: To prevent vibration by increasing the accuracy of the concentration of a first cam and a second cam to an inner shaft and improve a drive force transmission property. <P>SOLUTION: A resin layer 28 (low friction member) is interposed between a first cam member 26 and an inner shaft 18, and an faucet part is formed of a minute clearance t and the resin layer 28. Accordingly, the first cam member 26 and the second cam member 25 are rotated relative to each other to produce a torsion, and a frictional resistance is smaller even if the resin layer 28 comes into contact with the inner shaft 18 than a case where the first member 26 is directly brought into contact with the inner shaft 18. Accordingly, the relative rotation of the first cam member 26 to the inner shaft can be improved.
