<p><P>PROBLEM TO BE SOLVED: To provide a bicycle parking management system by which it is unnecessary to secure a wide bicycle parking space in front of a station, utilization disequilibrium among users is dissolved, bicycle parking for all the users in front of the station is made possible and utilization of a bicycle is made possible at any time from a plurality of facilities in management organizations (such as administration, NPO and private enterprises) of the same operation in order to solve a problem of illegal bicycle parking. <P>SOLUTION: A handling place 4 (bicycle parking place) where the user 6 deposits a bicycle and the bicycle is lent out is provided, the bicycle parking lot 5 is separately provided at another place in order to always park the deposited bicycle and the bicycle 1 is properly transferred (conveyed) from the bicycle parking place 4 to the bicycle parking lot 5.
