PROBLEM TO BE SOLVED: To decide whether a registration image and a collation image match. SOLUTION: This image collation device for deciding whether the registration image and the collation image accord has a data read part for reading data; an image generation part generating the registration image and the collation image, on the basis of the data read by the data reading part; an instruction part issuing instructions, such that the data reading part can read the data at a position displaced by a prescribed amount from a center position of the registration image generated by the image generating part; a peripheral image generating part for generating a peripheral image in the position displaced by the prescribed amount from the center position of the registration image, on the basis of the data read by the data reading part according to the instructions issued by the instruction part; a collation score generation part generating a collation score from the registration image and the collation image, and the peripheral image and the collation image; and a decision part for deciding whether the registration image and the collation image accord, on the basis of the collation score generated by the collation score generating part.
