PROBLEM TO BE SOLVED: To enable stable operation even in case that combustion state of a thermal decomposition gasification melting plant is changed due to fluctuation of garbage calory, garbage feed quantity, or the like. SOLUTION: A target track is set based on a target value and a measured value of control quantity (S1-S2). The fluctuation of control quantity without change of operation quantity is calculated (S3). The deviation between the control quantity and the target track in no change of operation quantity is determined from them (S4). A restriction condition is set according to the state of the plant (S5), and a control input deviation for compensating the deviation is optimized based on the restriction condition (S6). In the optimization of the control input deviation, switching of model is performed based on a rule base, as occasion demands, from the result of a control target characteristic calculated based on the measured value and the operation input.
