PROBLEM TO BE SOLVED: To provide a stopping determination device or the like capable of suitably performing stopping determination of a vehicle. SOLUTION: The stopping determination device 40 for determining stopping of the vehicle is provided with an acceleration sensor 43 for detecting acceleration in a longitudinal direction of the vehicle; and a stopping determination part 41 for determining stopping of the vehicle according to the fact that output variation of the acceleration sensor 43 caused by behavior in a pitching direction of the vehicle at stopping of the vehicle becomes a previously set threshold value or lower over a predetermined period of time by convergence of pitching.
